While visiting Reggio Calabria from their home in Japan, Hei and Bai's parents were killed in a freak accident in their hotel, involving collapsing walkways. The two children, then 8 and 6, having raced ahead (and thus off the walkways) were spared, but orphaned in a foreign country.

Without any relatives, the children remained in Reggio Calabria and were sent to an orphanage. Keeping mostly to themselves because of the communication barrier, the two were there for just over a year. When it became obvious that, though they had picked up some Italian, they were not going to be adopted, both Hei and Bai were shuffled through the system and into the Anti-Mafia Commission–through an agreement between the local orphanages and the AMC that says that children unlikely to be adopted are given to the AMC for training as soldiers. (Also known as "cannon fodder".)

There, the both of them excelled. Bai was put through scientific treatments and genetic altering, giving her the ability to generate and manipulate electricity. Hei refused to go through the same thing, and even without genetic alterations, he was a very skilled assassin, quickly earning himself the nickname "The Black Reaper."

Though neither of them were particularly happy, neither were they miserable. They were content enough to remain obedient.

That changed when Bai was killed during one of her assignments. Her body was brought back to the AMC headquarters, but instead of even burying it, her body was incinerated. That was all the consideration given before Hei and Bai's "keepers" moved onto their next projects.

Shortly afterwards, Hei submitted himself for genetic alterations–with the condition that he would be given the same things his sister had. Unquestioning, the AMC scientists acquiesced, and sure enough project BK-201 evidenced the same abilities his late sister had had. Biding his time, he trained ceaselessly, honing his new abilities to work seamlessly with his already considerable physical skills.

Then, a year to the day of his sister's death, Hei rebelled. Stronger than his sister had been and far more skilled, he was able to escape the HQ. But not without leaving a trail or taking some damage himself. He made a break for it, and when the dozen agents caught up with him again, he was on the streets. Bleeding heavily, Hei electrocuted seven of them before taking another heavy wound.

Luckily for him, there was an onlooker in the form of Ichimaru Gin. Intrigued by the teenager's fighting skills and abilities, the young man easily dispatched the remaining men, saving Hei's life. A fact which the teenager was aware of for all of the time it took for introductions to take place, before he promptly collapsed at Gin's feet.

When he woke up, he was well on his way to healing, and the AMC was just a painful part of his recent past. With nowhere else to go, as well as a strong sense of obligation for the man who had saved his life, Hei stayed with Gin. With Hei at his side as body guard and confidant, Gin began to climb the ranks of the Monacello family mafia.

Hei fights with a blade on a wire that he can use as an offensive weapon, a grappling hook or as a conduit for the electricity he also uses. Also, while fighting he wears a mask and a black coat made of a material that, when a current is passed through it, becomes bullet proof. (Note: Not blade proof.)

Personality-wise, Hei is calm and rational. Even under gunfire, he is able to make rational decisions quickly. He's steadfastly loyal to Gin, as well as obedient. In his free time, he's a little bit more relaxed, going so far as to occasionally smile. He particularly enjoys star-gazing.
